A file or resource required by Shipley GoFast Web Accelerator may have been deleted. Fully uninstall and then re-install Shipley GoFast Web Accelerator.

In the Shipley GoFast Advanced Connection Settings, change the "Local Listening Port" to a different port, e.g. 5400 or 5500 or 5600, etc. Restart Shipley GoFast Web Accelerator.
